Security Update
Recent reporting suggests that the apparent shift from predominantly infrastructure-focused attacks towards attacks on vessels is continuing. While the circumstances of several incidents could not be independently verified, vessels have increasingly featured in reported military activity associated with the conflict in Ukraine. This contrasts with the pattern seen in previous months, when port, energy and other shore-side infrastructure were more commonly reported as the primary targets.
Of particular note, recent incidents have not been limited to Ukrainian ports and approaches. Reports involving vessels in Romanian and Bulgarian waters, including off Sulina, Mangalia and the Bulgarian coast, suggest that the area of concern may now extend further into the western Black Sea. Several vessels were reportedly damaged and one vessel reportedly foundered following a UAV strike.
Members operating in the Black Sea should continue to undertake dynamic voyage-specific risk assessments and maintain heightened vigilance for missile and UAV activity. Consideration should be given to securing current intelligence and voyage-specific guidance from recognised maritime security advisers, particularly for calls to Ukrainian ports and transits through the north-western and western Black Sea. Crews should remain familiar with and train in established emergency response and shelter procedures.
