Administrative fines for marine pollution in Turkish waters continue to be strictly enforced and are based on a vessel’s gross tonnage rather than spill quantity, environmental impact, or shipowner conduct. Under Article 20 of Environment Law no. 2872, fines are updated annually in line with inflation. The Directorate of Revenue Administration has set the 2025 inflation adjustment at 25.49%, as published in the Official Gazette on 27 November 2025. Accordingly, fines issued from 1 January 2026 will rise by 25.49% over 2025 levels.
