Houthi Maritime Embargo against Saudi Arabia

Members should be aware of a recent announcement by the Houthis declaring a "maritime embargo" against Saudi Arabia. As advised by maritime security provider Ambrey, although there has been no direct impact on merchant shipping to date, Saudi flagged, owned, operated and Saudi port-calling vessels, together with Saudi Red Sea ports, are considered to present an elevated risk profile whilst operating in the Red Sea and Gulf of Aden. 

Ambrey further assesses that vessels may face increased exposure to targeting based on a Saudi affiliation, reflecting patterns previously observed during attacks against Israel-linked shipping. Companies trading to or from Saudi Arabia should therefore remain vigilant, monitor developments closely, review vessel affiliations and conduct appropriate voyage specific risk assessments before transiting affected areas. 

Members operating in the region should ensure that security measures and voyage planning remain aligned with current industry best practice, including the latest BMP guidance, applicable reporting and registration requirements, and recommendations issued by military authorities and maritime security organisations operating in the area, including EUNAVFOR ASPIDES where appropriate.
