Customs Claims on Discharge of Bulk Solids in Argentina

Customs fines and penalties pose a significant challenge for owners discharging solid bulk cargo in Argentina. These liabilities arise when there is an unjustified shortage in the discharged cargo quantity, and the situation worsens if the discrepancy exceeds the threshold set by the authorities. Our correspondents, Pandi Liquidadores S.R.L, have provided an overview of this issue and offered loss prevention guidance through their Circular [058/2025].

Fines for inaccurate declarations are enforced when discrepancies exceed 4% for bulk solid cargoes, with minimum fine equivalent to CIF value and potentially reaching up to five times the CIF value. These fines will apply in addition to the charges for duties in the event of shortages.
