Cargo Securing Guidance Issued by China Maritime Safety Administration for the 2026 Concentrated Inspection Campaign

Members’ attention is drawn to a recent circular from our correspondents, Huatai Marine, regarding the upcoming Cargo Securing Concentrated Inspection Campaign (CIC) to be conducted by the China Maritime Safety Administration (MSA) from 1st September to 30th November 2026. The campaign will form part of routine Port State Control (PSC) inspections at Chinese ports and will focus on compliance with cargo securing requirements. 

The Huatai Marine circular highlights common deficiencies identified during PSC inspections and provides practical recommendations to assist shipowners and operators in preparing vessels for inspection. 

Members with vessels trading to China are encouraged to review the guidance and the CIC questionnaire before arrival. Members and Masters are encouraged to review the CIC checklist and ensure full compliance ahead of PSC inspections. Where further guidance is required, Members should consult their local agents or the Club’s correspondents. 

This notice is valid until 30th November 2026 and will become invalid on 1st December 2026.
