Argentinian Coast Guards Regulations on Navigation Fines - Updated Values

The main legislation in Argentina governing the navigation of vessels, Reginave Égimen De La Navegación Marítima, Fluvial Y Lacustre (REGINAVE), provides the Prefectura Naval Argentina (PNA)(Coast Guard) with the powers to investigate infringements to the legislation, and impose sanctions.

The REGINAVE which was originally enacted by Decree 4516 on 16th May 1973, provided limited powers to the PNA to sanction foreign individuals or companies for infringements.

On 13th November 2019, Decree 770/2019 repealed the original REGINAVE and enacted a new REGINAVE which entered into force on 23rd November 2019. The REGINAVE 2019 gave the PNA powers to impose fines on foreign individuals or companies for infringements to the provisions of the legislation.

Subsequently, on 17th Jan 2025, Decree 37/2025 repealed the REGINAVE 2019 and enacted a new REGINAVE 2025 with a purported intention to simplify proceedings, reduce regulatory requirements and eradicate unnecessary regulations.

The REGINAVE 2025 had maintained the Unit of Fine (UF) with yearly adjustments to its value. In the latest update received from our correspondents Pandi Liquidadores S.R.L. based in Argentina, on 30th January 2026, the official gazette updated the UF value to AR$ 419.63, which represents an increase of approximately 90% in its value as compared to the previous value.

Members should be aware of the increase in UF value and are encouraged to bring the attached circulars issued by our local correspondents Pandi Liquidadores S.R.L  to the attention of their staff both ashore and onboard vessels.
