Only Flag States with more than one operational control will be targeted.
The Control Action Ratio (CAR) is defined below for the purposes of flag State targeting for compliance. The # of major ISPS-related control actions include all security-related denials of entry or expulsions from port and ISPS-related detentions to vessels flying the flag of that State within the period of interest.

# of ISPS/MTSA examinations
SOLAS Vessels flying the following flags will be assigned the following points in Col II of the ISPS/MTSA Boarding Priority Matrix
