The Maritime and Port Authority of Singapore (MPA) has issued a circular reminding Masters and Owners to take measures to prevent their vessels from emitting excessive soot, ash or dark smoke when vessels are in Singapore. The MPA circular no 5 of 2018 includes definitions of soot and other particles and also includes guidelines for preventions and can be read here .
