China: Xiamen: Speed limit and navigation restrictions for vessels sailing in Xiamen Area

Club Correspondents Huatai of Xiamen, China have reported that the Xiamen MSA has published new regulations for vessels sailing within the Xiamen sea area during periods of heavy weather. These regulations include speed restrictions and navigation restrictions.  Failure to comply can lead to fines, or in certain circumstances detaining a certificate of competency for seafarers for 6 months.
