We have received the following information from Kalimbassieris Maritime, Bourgas:
Recently a number of tankers calling at Bourgas Oil Port to load light products appear to have loaded cargoes contaminated with dispersed water. The contamination became evident on analysis of the cargo on discharge.
The standard water dipping test at the loading port is unlikely to identify such contamination. However, in one case contamination was observed upon sampling and visual analysis of the first flow/foot samples. Further thorough examination of the vessel's tanks and shore facilities revealed that the same contamination affected the cargo in the shore lines before loading on board vessel.
Access to the loading terminals and adjacent shore facilities is restricted but is usually possible as long as the necessary formalities are complied with, including allowing for a 48 hour notice period.
Members should be aware of this problem and should alert masters and crew to pay special attention to the first flow and first foot samples. Where possible, samples should be taken not only from ship's tank and manifold but also from shore lines or sampling points. A visual examination should also be carried out assess whether the cargo is a clear colour. If the master is not completely satisfied with the condition of the cargo it may be advisable to suspend the loading operation and seek assistance from either the Managers’ London Representatives or the Club’s local correspondents.
In view of the restrictions imposed on entry to the loading terminal and shore facilities Members anticipating potential problems should contact the Club’s local correspondents, preferably before berthing.
