Singapore - Bunker Surveyors Must Be Licensed

With effect from 1 January 2002 surveyors providing bunker surveying services within the port must be licensed to do so. Details of the new requirements were set out in Port Marine Circular no. 30 of 2001 which is reproduced below:

IMPLEMENTATION OF SINGAPORE STANDARD CP 77 : 1999, CODE OF PRACTICE FOR BUNKER SURVEYING AND LICENSING OF BUNKER SURVEYORS
 

  1.  With reference to Port Marine Circular No. 15 of 2000 issued on 13 Oct 2000, this is to remind the industry that from 1 January 2002 MPA will implement the Singapore Standard, Code of Practice for Bunker Surveying (SS CP 77).
  2. Pursuant to Regulation 64, MPA (Port) Regulations (Rg 7), MPA will license surveyors for providing bunker surveying services within the port.  With effect from 1 January 2002, all bunker surveyors carrying out bunker surveying for a bunkering operation by a bunker barge/tanker to a vessel in the port shall possess a valid Bunker Surveyor Licence issued by MPA and shall comply with the requirements of SS CP 77.
  3. Candidates who have successfully passed the examination of the Bunker Surveying Course conducted by MPA can apply for the Bunker Surveyor Licence with immediate effect.  The application form, together with the terms and conditions for the licence, is available at the MPA One-Stop Document Centre (OSDC), 7A, Keppel Road, #01-26, Singapore 089054 or can be obtained by calling our officers at telephone no. 3252481.
