China MSA – Special Campaign to Prevent Marine Mechanical and Electrical Equipment Failures

The Club wishes to draw to Member’s the recently published China Maritime Safety Administration (MSA) announcement for a ‘Special Campaign to Prevent Marine Mechanical and Electrical Equipment Failures’.

Commencing on 7th April 2024 and culminating on 31st October 2024 the special campaign is being implemented with the aim of “addressing the root cause of water safety”, “enhancing the safety level of vessels,” “reducing the risk of mechanical and electrical equipment failures” and to ”prevent and curb the occurrence of water traffic accidents” nationwide.

This special campaign applies to Chinese flagged vessels and to all foreign flagged vessels operating within Chinese waters and calling at the Chinese ports. In line with the notice Members are urged to “carry out maintenance and inspection of mechanical and electrical equipment and identify potential hazards in advance before arrival at the port”.

Members should promptly and pro-actively report any vessel mechanical and electrical equipment failures that are experienced to the local China MSA and should expect the MSA to conduct a special safety inspection as a matter of principle.  Non-compliance with the reporting of mechanical and electrical equipment failures will be dealt with strictly according to the law.
