China: Hainan MSA to implement ship pollution control plan

In September 2017, Steamship Mutual published information about Emission Control Areas (ECA) in China. We have recently been informed that Hainan Province does not fall within this ECA and Hainan MSA has issued its own Notice to Implement Ship Pollution Control Plan . According to the Notice, a plan on controlling emission of ship’s pollutant is to be carried out from November 3rd 2017 to December 3rd 2018. During this period, a working group of 11 officers will carry out inspections on ships, fuel suppliers and units receiving ship’s pollutant. The main points of the Notice are summarised in the attached circular from club correspondents Huatai.
