Ports and Terminals Notice

The Maritime Anti-Corruption Network (MACN) has recently informed the International Group of P&I Clubs of a pre-arrival and reporting process (set out in the attached MACN Notice) that has been put in place for vessels calling at Nigerian ports to allow for port call progress to be monitored by a Port Standing Task Team (PSTT) in Nigeria.

This is in response to the Nigerian government’s policy to ban ships and companies calling at Nigerian ports from offering gifts and other forms of facilitation payments to officials from the Port Health, Immigration, Customs, and other agencies involved in the boarding and inspection of vessels.

Whilst the guidelines in the attached as to reporting to the PSTT are relevant to all vessels, only MACN members should additionally report to the MACN helpdesk, which is only available to MACN member vessels.

The PSTT contact details that a Master/owner can use are as follows (emails should be sent to all the email addresses):

They can also use this link https://pssp.ng/#/ to register their company into their system and raise their complaints as appropriate.

Emails should contain the following details:

Email Subject: Vessel Name (XXX) – IMO Number (XXXXXXXX) - Port/Terminal (NameXXXX)

Body of the email:

  • Name of vessel
  • IMO number
  • Name of arrival Port/Harbour/Terminal
  • Estimated Time of Arrival (ETA)
  • Last port of call
  • Next port of call
  • Name and contact details of boarding agent
