Port State Control - Joint Concentrated Inspection Campaign on Fire Safety

Member States of the Tokyo and the Paris Memoranda of Understanding (MoU) on Port State Control (PSC) have recently announced that, commencing 1st September 2023 and running through to 30th November 2023, they will be undertaking a Joint Concentrated Inspection Campaign (CIC) on Fire Safety, .

The CIC is in addition to the existing PSC inspection procedures and specifically addresses the reoccurring fire safety related deficiencies identified during the inspections.

A list of predefined questions as published by the Paris MoU is included below for both reference and verification that everything is in order. While the list addresses limited areas of fire safety Members should verify that all aspects of the ships fire safety systems are reviewed in line with a robust planned maintenance programme ensuring their continued operational readiness.
 
If during the course of a PSC inspection deficiencies are identified the actions by the Port State may vary, from recording a deficiency and instructing the master to rectify it within a certain period to, detaining the ship until any detainable deficiencies have been rectified.

Fire Safety

 

The collated results of the campaign will be analysed, and findings will be presented to the governing bodies of both MoUs and subsequently published on the MoU website.
